The following is a brief overview of how to meet the Basic Skills Requirement. We are currently working on a process for candidates seeking this option for meeting basic skills. This new provision allows Commission approved educator preparation programs to verify that a candidate has demonstrated basic skills proficiency by accepting qualifying college level coursework from a regionally accredited institution of higher education as long as certain conditions are met. One key provision added a coursework option to the manner in which educator preparation candidates may demonstrate basic skills proficiency. On July 9, 2021, Governor Newsom signed the TK-12 Education Trailer Bill (AB-130) (Link). Please contact your program office for more information. However, institutions may require the basic skills requirements prior to program enrollment. For Multiple and Single Subject Teaching Credential Candidates, the basic skills requirement must be met prior to being assigned to daily responsibility for whole class instruction in student teaching or serving as an intern.

The California Education Code and Title V Regulations specify, in most cases, that applicants for a credential, certificate, or permit to serve in the public schools of California must verify basic skills proficiency before the credential, certificate, or permit will be issued.
